Heather McLellan Asta is a recent magna cum laude graduate from the Florida State University Urban and Regional Planning Master’s Program and cum laude graduate from the Florida State University College of Law. Both during her undergraduate work and after graduating from Georgia Tech, she worked at Gap, Inc., in various management roles for 8 years. She has also worked in the general counsel’s office in three Florida state agencies. With years of experience in both the public and private sectors, including significant roles in leadership, research, and writing, Heather is qualified in a variety of roles:
Planner. Advocate. Academic. Communicator. Collaborator. Leader.
While Heather was a law student, she served on three journals, including the Florida State University Law Review. She graduated with cum laude honors, earned a Book Award for Excellence in Professional Responsibility, and received grades in the top three in multiple courses in both Law and Planning. She was also President of the American Constitution Society and Historian of the American Civil Liberties Union while a student at FSU Law.

Most recently, Heather was a Law Clerk with the Florida Department of Agricultural and Consumer Services, where she researched, analyzed, and drafted documents for various programs and policies, including the Waters of the United States rule; agriculture, silviculture, and aquaculture; state land and water management; and rulemaking. Heather was also a Law Clerk with the Florida Department of Environmental Protection, where she worked in the State Lands Section, which entails the maintenance of state parks and other state-owned lands, including real estate processes and reviewing and updating the management plans for all state leases, parks, and parcels.
Heather has a lot to offer prospective employers, with the energy and ambition of a young planner and lawyer, but also the confidence, maturity, and knowledge that only comes from real-world experience. As a tech-savvy, modern professional, her competence, creativity, problem-solving, and dedication will be invaluable in both the planning and legal professions due to her decade of professional experience and her freshly-minted Juris Doctor and Master of Science in Planning.
